Law enforcement and criminal justice are devolved to the Scottish Government. When I received a courtesy call from a Junior Home Office Minister this morning to advise of the publication of the second paper he seemed surprised when I took him to task for the lack of consultation with my Scottish Government colleagues and unaware that law enforcement and justice are devolved.
